Can roof covering and roof insulation be done together?

That is the most economical route. If the roof is open anyway, the above-rafter insulation, the underlay membrane and the battens can all be renewed in one go. Insulating later means taking the covering off a second time, or working from inside with the restrictions that brings.

Is the attic in older Elze houses usable as living space?
